H.E. Dr. HUOT Pum

Dr. HUOT Pum is Secretary of State at the Office of the Council of Ministers and Advisor to Samdech Moha Borvor Thipadei Hun Manet, Prime Minister of Cambodia. He also serves as a Member of the Supreme National Economic Council and has contributed significantly to key national strategies and policies, including the Industrial Development Policy, the Law on Investment (2021), and the Pentagonal Strategy–Phase 1. With prior experience at the Securities and Exchange Commission of Cambodia, the ASEAN+3 Macroeconomic Research Office in Singapore, and academia, Dr. Pum holds a Ph.D. in Banking, Finance, and International Economics from Université Lumière Lyon 2, France.

H.E. Dr. SUM Map

H.E. Dr. SUM Map is a senior Cambodian government official with over 20 years of leadership in public administration, cultural heritage management, and academic research. Holding a Ph.D. in Economics from Lumière Lyon 2 University, France, he has served in key positions including Secretary of State at the Ministry of Culture and Fine Arts, Director General of the APSARA National Authority, and Director of the Royal School of Administration. Fluent in English and French, he is also a lecturer and researcher dedicated to capacity building, cultural preservation, and sustainable institutional development in Cambodia.

H.E. Mr. TANHEANG Davann

H.E. Mr. TANHEANG Davann is Secretary of State at the Ministry of Justice, where he also serves as Permanent Vice-President of the Legal and Justice Council and as a member of the National Authority for Alternative Dispute Resolution. He is concurrently Director of the Royal School for Notary of the Royal Academy for Justice of Cambodia, a position he has held since 2009. An experienced notary/solicitor and a dedicated legal educator, he lectures at several national and international institutions, including RAJC, the Royal University of Law and Economics, and the Universities of Jean Moulin Lyon 3 and Lumière Lyon 2 in France. He holds advanced degrees in Notary Law and Private Law from these French universities and the Royal University of Law and Economics, and is fluent in Khmer, English, and French.
